So, parental controls are on instead of off by default, and this is news-worthy?
It's about as big a deal as Windows Firewall. They're both ineffective, inconvenient pieces of crap that are left on by default to provide some half-assed protection for idiots, but are still user-controlled in the end.

I don't see how that's at all relevant. If anything it probably helps the "protect the children" issue; seeings how in most households the living room TV is a generally less secluded place than the computer.
